How do you cut clear, see through plastic so that the cut is still clear and see through?

I've got a tiny piece of see through plastic that I need to cut, only problem is that I need to make the cut as clean as absolutely possible so that it would still be see through. Eventually I need a method to file down the plastic to make it clear after the cut is performed..
Forgot to mention, needs a method using solely regular home equipment.
